Default Exchange Server shuts down when we reboot our TS

The TS is also the PDC in a Win2000 environment. Our
Exchange server which is only an exchange server, stopped
responding the last time we had to reboot our PDC/TS. Is
there a reason for this? My thinking is that it is DNS
related.
Thank you!

Exchange 2000 relies on DNS & the AD Globlal Catalog, so if you shut down the server that runs these Exchange won't be able to deliver messages

Doesnt a backup DNS server take the place of the DNS is it
goes down?
