Default Outlook Security Settings on Win2k3 TS

I'm having trouble getting Outlook XP security settings configured properly
on Win2k3 terminal server. Basically, I need to get a registry key added via
login script, but the users have no local admin rights so they script fails
on adding the key. Oddly, if I temporarily add the users to the local admin
group and login as them, the key installs, but the next time I login as the
user (minus admin rights) the value of the key changes.

In HKCU\Software\Policies\Microsoft I need to add keyname of Security, with
Dword value CheckAdminSettings, data=2. If a brand new user logs in nothing
is added. When I add it "for them" by temporarily making the admin, it
works. Next login, the data has reverted to 1.

Help!

Unfortunately not. I think my next step is a tech support incident with MS,
since I can't get any good info anywhere else. If I can get approval to open
a case and they offer a solution I'll post here.
