Default TermServLicensing Event ID 41

I receive the following when trying to add 15 new TS CALs
to a W2K server.

Receiving Event ID 41:
Can't initialize policy module because of error 'Missing
policy module registry entry for product Microsoft
Corporation, company .
'.

Also, the Install License Wizard for TS returns the
following:

The Licensing Wizard was unable to install the client
license key pack. Please verify your entry and try this
operation again.

Message Number: 0x13a7.

I have double checked both server ID and license ID.

Any suggestions?

There's a problem with some of your registry entries on the license server.

Do you have a recent backup? If not, can you reinstall?
