If it is the database with the license information, that would
explain the problem. It seems that the database has been corrupted
in one way or the other.
You could try to restore the license database from backup, but if
that doesn't work, it sounds as if you have to uninstall and
reinstall the Licensing service and then phone the Clearinghouse
to get your licenses reissued.

The main worry is of course why the system locked up during
installation of SP4, and what more is (possibly) damaged.
