Default stopping users from installing apps

I had someone install spyware (like LOP, but was hotbars or something
similar).
Is there a way to stop users installing apps. I have been looking through
the Windows settings / security settings policies and cant find anything.

TIA

Andrew

You should probably do two things to prevent this:

1) prevent auto-installs using IE. My solution was to
disable all ActiveX installs.

2) use application security (AppSec.exe) which comes with
the Windows 2000 Resource Kit. It will prevent all
applications (that you haven't marked as legit) from
running, like installers.
