SP4 launch

I recently began deploying the new SP4 patch to machines
in our office. I have had no problems except with one
machine. After deployment, it is now slow and doesn't
brower local drives or go out to the internet in a timely
fashion. Also, Outlook will not lauch in a workable mode.
I can't unistall SP4 and start over because I can't get
into Control panel and can't see the patch in safe mode.
