If ur computer wont allow you to press F8 at bootup and
go to safemode, you need to use someone else's computer
and make a boot disk. Boot disc your computer and try it
that way. You may have to use dos if you just need to
execute a .exe file. Depends on if that exe file is
windows or dos format.
Just my 2 cents.

Default RE: Can't get my computer to safe mode to remove virus

Another trick is to place a nonbootable floppy disk in the drive and as
long as the BIOS is configured to use the A: drive first you will receive a
error message about the disk not being a bootable disk. Remove the disk
from the drive and rapidly press F8 twice. There is a two second delay
after the post completes and before the OS is loaded. The floppy disk will
allow you to halt the machine at this point. The first F8 keypress is the
"any key" to continue after the non bootable disk error. The second F8
keypress will get you into the boot menu.
