is it possible to install windows 2000 with Service Pack 4
installed from a cd. i know u can install it through a network but can u from a cd |

Yes you can install from CD and you can even order the CD from MS.

Providing you have the orginal licensed software you could go about creating
a CDROM Win2k Bootdisk with SP4 enabled. Try www.bootdisk.com for more information Regards Paul.
