Unable to delete file

Hi gurus

I am printing from a TS/Citrix metaframe box. Sometimes a job from and
end-user gets stuck in the queue.

However, neither the user nor the administrator from the server console can
delete the job!

We have to shut down th espooler service, go to the spooling folder and
delete the job from within the folder once the service is stopped.

This is frustrating

Why would this be the case and is there a workaround?
