emptying empty recycle bin asks.....

When my recycle bin is empty, and I click "empty recycle
bin" I get a conformation to delete 'Windows'. Folder
options are set to show all hidden files, but nothings
there.

I only noticed this because I had one item in there, that
I put, and it asked for sonformation to delete "these 2
items".... so I removed the shortcut I had put in
there....then tried again to empty the Bin and that's
when I got the conformation to delete Windows.

what's going on with this ?!
