hardware drivers

my computer, Compaq Persario, OS= Windows ME, cd drives
are not working. My system came with a CD R drive Samsung
SCR-3232 and I installed a Phillips CDRW. Both drives were
worked for a year but now, even thought the system sees
the drive the drives will not read CDs.
I've reloaded the drivers but they still do not respond
correctly.
I thought it might be hardware drivers, but It could also
be a hardware proble. However I do not know what could
effect both drives at the same time. I did change the flat
cable and even tried to connect each drive seperatly but
still no response from either drive.

I do not know whether this is a driver issue or a hardware
issue but I could use any advise on this issue.
