Default Registry Permission option missing

We need to have the ability to change the permission on a
registry key to get a particular application to function
correctly. Most of our machines work fine and allow the
change. However, there are a few workstations that the
Permissions option is missing from the Edit and the "right-
click" menus. Both regedit and regedt32 have the same
results/problem. Any ideas out there?

Are those workstations using NTFS for their file system?
Anything in particular special about those workstations,
or any errors in the event log?
