Creating a password filter

I downloaded the sample password filter from Microsoft
(Knowledgebase #151082). I edited the program then tried
to compile it using a C compiler. I get an error message
when I try to compile:
preprocessor fatal error
line 23, excpt.h: #error: ERROR: Only Win32 target
supported.

I have no clue what this means. Can anyone help?
