failed to load resource from resources, please check your setup

Hi
I got a problem while Running a .NET application.

Since we're changing from VS.NET 2002 to VS.Net 2003 we're having the
same problem.
We're getting occasionally the error message "failed to load resources
from resource file please check your setup"! We're not having any
localized resources, but we're still getting this problem.
Everything is running well if we're using VS.NET 2002 and .NEt Fw 1.0.

Does anybody know what to do????
