targeting WM2003

Sorry if this is a FAQ. I searched all over for an answer, and I'm still
coming up confused

I'm using VS.NET 2003, and I've installed the WM2003SE emulators packages.
When I create a new C# smart devices application and depoy it to any
2003(SE) emulator, I get the popup warning about the app being targeted for
an older version.

Is there any way to make VS.NET 2003 build an app targeted for WM2003(SE)?
