Default cannot login to Intranet


We have started to use Intranet and some of our users cannot login Intranet.
We have a general account and it is working with many users. I believe it is
related to user's computer settings but could not figure out how to fix it.

Do you mean you can't open the site with FrontPage? Please be more specific

Some of our users cannot login. When they click on the Intranet link on the
web page, browser does not accept userid and password and keep promts
userid/password box again. It does not give error message, just keeps asking
userid/password.
We host our web site on windows 2003 server. Our Intranet's authentication
access is "Integrated windows authentication" and "basic authentication".

These users are working on the goverment offices. What kind of security
settings can cause this issue?
