themes and ftp

Will it work to use a theme from FP2000 when a person can't 'publish'
to a website? There are no FP extensions with this ISP and files have
to be transfered by ftp.

Yes, but you have to be sure to upload the theme related folders as well.

FP can also use FTP.
Themes doesn't require the FP Extensions.
