Tools, page options click the authoring tab, set the dropdowns to custom and the Schema to IE 5.

I had this problem before

???Schema to IE 5??? where is this or the highest option I saw was IE4

In FP 2000 Tools Page Options Compatibility & enable Frames
- you need a web open to work w/ frame sets
