How do I have my web site show the full page as the
window is resized

If the full page can fit within the browser window, it will all show.
Otherwise the user needs to scroll.

Depends a lot upon the architecture of your site. One easy was to do it is
to work with tables with in a page. Make the table properties 100% on the
width settings and as the browser window is re-sized the content within the
table(s) is subsequently resized. Seems to work for me.
