Default layout tables


I'm working through the MS Frontpage 2003 step by step book and cd and have come across a problem with layout tables. No matter what I do I cannot get this function to work, i.e., it is dimmed which means it is unavailable. I have tried going through all the options and I can find nothing which says it is unavailable. Please help!

FP2003: The Layout Tables and Cells options are unavailable (grayed out)

You have View | Reveal Tags enabled - disable it.
or
You are editing a page that uses Shared Borders. Layout Tables and Cells and
Shared Borders appear to be mutually exclusive.
