Implementing scrolling options

How do I implement scrolling on my web pages? I would like to include a vertical scroll bar on each web page. I am new to FrontPage so please be specific

You can get a vertical scrollbar on all of your pages by making them longer the user screen height
(480, 600, 768, 1024, etc.),
