Default help with publishing to localserver

when I try to publish to my localserver on my computer's hard drive - it
says:

Unable to open 'http://localhost/daystar'
Server error: the web server at 'http://localhost' does not appear to have
the FP server extensions installed

how do I get the FPSE installed on the localhost? I can open live and
publish live or publish to a directory called MY WEBS

please help

Pam
