Powerpoint 2002 (XP)

I've designed a set of templates for a client.
Is there any way to lock the contents of the slide so that when the client
inserts text boxes etc. they can't move the original design

If you put the content on masters, the user can't accidentally select and move
it, and if all users will have 2002 or better, you have the luxury of being
able to use multiple masters.

It's also possible to do something like this if you can ensure that all users
have an addin installed.
