taskbar

when I am in my account on the computer the taskbar is
empty even thou I have stuff open, like right now I have
MS word and internet explorer open but they don't show up
in my taskbar, BUT when I log in to other accounts on
the computer it shows up I could create a new account but
I have my outlook e-mails on this account.

Does anyone know how to get the taskbar working with out
making a new account?!
