Hi Bill,
Generally, locking the taskbar removes the upper line. See if this helps:
Right click the Desktop/Properties/Themes/Windows Classic. Then go to
Appearance/Advanced/Caption Buttons and change the number by one.
Apply/Ok.....
Go back and apply Windows XP under Themes. Then right click the
Taskbar/Properties and check off Lock the Taskbar from "there". It should
now be gone.
You may also want to run this edit to keep your settings in place:
Save Settings on Exit (Line 54)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
