Taskbar and start menu

I restarted Windows XP and one program would not
disappear WallPaper Magid, then a popup appeared to send
an error report to MS, then Norton Utilities message
appeared to state if programs were acting erratically to
remove Norton and re install> But, the add/remove program
was not available because the start menu and the task bar
would not appear (they were not hidden). Also, the clock
was gone. Other things worked o.k. including access to e-
mail and Internet explorer. No virus was found. Used NU
Symantec Security check to verify findings.
If I could access the add/remove programs then I could
remove NUSystem Works 2003 and reinstall it.
If I shut down and restart is is a long slow process,
but nothing changes.
I will try and use system restore point.
Nothing was found in available literature.
