?Table of Authorities / Best & Full Authorities?

An unidentified employer recently placed the following eligibility
requirement on its Wanted ad: "Knowledge of Best Authority for creation of
table of authorities (in Word) is a plus, although using Full Authority is
acceptable." What do "Best & Full Authorities" mean?

I am unable to find any explanation about this on Word 03 and 07. Help.

Full and Best Authority are software applications that generate the table of
authorities in a legal pleading or court document. Big law firms use these
packages.
