System Monitor fails to "monitor"

Running XP Home on stand alone box under administrator
log-on.

System monitor used to work at one time, but now displays
no activity, even if I delete and add processes.

Norton System Doctor similarly
displays "Busy" for items like 'cpu usage', 'cache used'
and 'page file usage'.

Is it possible to have corrupted
the System Monitor? If so, is there a fix? I've read
the MS TechNet notes, but these don't seem to apply to my
problem.
