System Configuration Utility Setting Won't Hold

When I boot my computer, the "System Configuration Utiity"
pop-up window appears. The radio button in the "Startup"
tab defaults to "Selective Backup". I try to change it
to "Normal Backup" then press "apply" then "O.K.", then do
a reboot like it says to.

Each time I do the reboot, the pop-up System Configuration
Utility screen pops up, with the "Selective Startup"
setting as the default.

How can I get past this loop?

Try installing/reinstalling Service Pack 4 for Windows 2000 pro

I tried reinstalling SP4, and the probelm persists. I
also tried to start in a safe mode and select the "normal
backup" from there, and then reboot, and still no solution.

Any other ideas?
