What is the reson that some hosting companies do not allow subwebs?

I think they are afraid the clients would then resell the space, etc. Some
will say because of security issues, that do not exist.

Does the following message indicate the hosting company unwillingness to
allow subwebs or the server is technologically incapable of handling
subwebs? I received this message when I tried to set "test5" subweb in
FP2002. Name of the website in the massage is changed.

found on this server. Additionally, a 404 Not Found error was encountered
while trying to use an ErrorDocument to handle the request. Apache/1.3.28

The server must have the FP extensions installed and the host must allow for
the creation of FP subwebs. Does this server have the FP extensions?
