I have a 22-page presentation. I opened Insert Slide Numbers. I clicked
Apply to All. The slide numbers 2-6 and 14 show up. Every other slide has
no number. How do I get slide numbers to show up on ALL slides?

Mike,
Could be you have a shape that covers the numbers on your slides.
Could be you have some title slides and have checked the "do not show on
title slides" box in the numbering dialog.
Could be you are using more than one master and have applied a master
without numbers to some slides.

Someone else created the original and indeed there are about 10 masters. How
do I get slide numbers on all of them without removing the borders and
formats? I try to add slide numbers to them one-by-one, and nothing happens.

No shape is hiding the numbers. They just are not there.

Mike,
Have you checked if the slide number placeholder is showing on every master?
If it is missing, just click the master layout button on the master slide
toolbar and put a check next to slide number.

This is very simple to fix:

View/Master/Slide Master
Format/Slide Design
In the Design Pane on the right, find the Design that is showing the numbers
properly.
Pull down the scroll bar on the right side of that design to Replace All
Designs

This took ten seconds to fix. BTW, the people at pptheaven tried to charge
me $60 for this work. Here's an idea to the developers: fix the Insert Slide
Numbers command so it can override multiple Designs.
