Stop Win Messinger loading

Every time I open Outlook express, windows messenger appears in the
notification area by the clock.
In OE under Tools>Options>Genral tab I`ve unchecked "Automaticaly log onto
messenger"
And in Messenger under Tools>Options>Preferences tab I`ve Unchecked "Run
windows messenger when windows starts" and "Allow messenger to run in the
background"
Can someone tell me how to stop this please.
