Not able to give you the 'ANSWER' or instant fix without getting a lot more
information.
Most PCs that I have tuned in the last months have a whole lot more running
on them than just XP. SPOOLSV.EXE is a system application that should take
about 552 Kb memory and 00% CPU when you are not printing or writing files
[to disk, CD, FDD or some internet sharing crap like Napster]. Without
knowing what applications are installed, one cannot hit the 'bulls eye' with
a first response.
That said, you could give your PC a TUNE UP. In order to tune up your PC
you could review this article from PC World

You should also check to see that the programmes / applications on the
System Tray [next to the clock] are really needed. Some folks install
software for a PDA that automatically launches on SYSTEM STARTUP and this
will slow down the PC as it may constantly poll the COM port [serial or
USB]. Another example of this is an application for an MP3 player; and so
on.
Make sure you stop all unnecessary applications from starting up when you
turn on the PC.
