SOS Locked out of Internet Options

I'm not sure what I did but when I click on Tools and Internet Options I get
a restrictions error saying the operations has been cancelled due to
restrictions in effect on this computer. Please contact system admin. I am
the admin. What do I do? I have this feeling my computer is going to crash
real soon. It is running slow and locking up. I have run all my anti virus
scans and all seems to be ok there. HELP

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

That took care of it (Spybot that is). Thank you. Can you read my message
in Help and Support about Not being able to run msconfig and other problems
to see if you have any advice? My system is acting as if it has a virus but
I have run all programs I specify in other group.
