SNMP error (event id 1501)

I have two servers running Windows 2000 advance server and SNMP has been
causing a lot of problems. The SNMP will have handling leak and cause user
not able to login. In order for user to log back in, I need to stop and
restart the service. I look at the event viewer and saw an error: The SNMP
Service encountered an error while setting up the incoming transports.\n The
IP transport has been dropped out.

Has anyone experience this problem? I am not sure what application is
casuing this to happen.
