Is there a way to copy an Outlook signature so that it can be redistributed
or somehow copies to Outlook clients on other PC's?

Sure. find the signature folder and copy the files.
Paste this line into the Start, Run command box in all versions or Start
Search box in Vista:
%USERPROFILE%\Application Data\Microsoft\Signatures
