Ok

Here on our network, we have many PC's, on each one there is a shared
folder that I want to be able to access, I set everything up and it
works..

However, on one of the PC's when I create a new folder on the Desktop
and then right click it to choose sharing and security, I never see
that, it's not in the list to choose from..

Maybe I have to turn something on in networking, does anybody know what
?

Yes, look in User Accounts. Users are labelled Computer Administrator,
Limited Account or Guest.

Only Administrators can control sharing of folders.

Also, make sure File and Print sharing are enabled.
