Setting openning position of Command L ine window

How can I set the positiion on the screen where the DOS Command Line window
opens?

I want it to open at the very top of the screen, not 1.5 inches down from
the top.

Open a cmd.exe session, right-click the title bar Properties|Layout and set
the "Window Position" values accordingly, OK and choose "Modify shortcut
that started this window"
