How to set the border width to "3" in control panel

I'm trying to use the tutorial of a software package and
it keeps telling me that the border width needsd to be set
to 3 in control panel.

The only thing I could find in control panel that even
ressembles border width is border size and it is found
under "Appereance" in the "display" icon. then you
choose "active Window Border" in the "items" list.

How do I set the Brder width to 3 in the control panel, so
I can use my tutorial?
