One other thing to try, in case the account is corrupted.
Remove (delete) that account), then create it again.
If that doesn't fix the problem, I don't have any further suggestions,
except to go through a process of elimination. Try:
a) a different SMTP server
b) a different email program
c) a different computer.
You could also try upgrading to Windows Live Mail:
