There is more than one way to do this... I am assuming that your pictures
are jpg files. and you have downloaded the image resizer. If you haven't go
here: http://www.microsoft.com/windowsxp/p.../powertoys.asp

Download and install Powertoys image resizer. This will allow you to resize
images with a right click.

To attach the image in an e-mail

1.) while viewing your picture in windows picture and fax viewer, right
click your mouse, select send to/ mail recipient. A box pops up " send
pictures via e-mail" Windows can resize the pictures... select "show more
options" select the size that you would like to send. Select "OK" Outlook
express box pops up with the resized file attached... (test it... send it
to yourself)

2.) Open Outlook express, Create a new message. Click insert / file
attachment. navigate to your picture and select it, right click and select
resize pictures , select the size that you'd like to send. A copy will be
made and sent.

3.) Open Outlook express, Create a new message. Click attach, follow the
same as #2.

You probably didn't realize it and were only sending thumbnails

When you send using "insert" and then "picture", what do you see on your
screen. This picture should open in your own e-mail message screen. Do you
see the entire picture? If things work as they should, you should see this
picture in your e-mail message. Not as an attachment. If you see the
picture, e-mail it to yourself and see how it comes in.
If this does not work, tell us what went wrong.
