Seek util to write text on XP's wallpaper

Is there a simple utility or perhaps there is a feature of XP which
lets me put some text into a plain-colored desktop wallpaper.

For example: I might have a light blue desktop background and I want
to write "system A" in large letters on it.

Have you tried Paint?

Any good photo editing program will allow you to overlay text onto a photo
and the resave the photo as another name. I use Paint Shop Pro to do this.

These are normally .bmp files. You can edit .bmp files to include
text, or in any other way you want, with any graphics editor.
Your choices range from Paint (supplied with Windows) through
PaintShop Pro all the way to Adobe Photoshop, depending on how
much you want to spend and how elaborately you want to edit.
Chances are that if all you want to do is add text, Paint will be
fine.

Are the plain colored backgrounds also BMP files? I thought they may
be something else like just a color code which XP interprets?

BgInfo is close to what I want but it does not let me write freeform
text unless I enter some real file names for the program to work on.

You can always make your own plain colored .bmp file in Paint (or
other graphics program).

No, they are colors codes of sorts.
However, sysinternals makes what you want. Free.

".. BGInfo simply writes a new desktop bitmap and exits .."

So you could add whatever text you wanted, use some of their built in
information gathering ones if you wanted, make your own.. etc.
