Whenever Microsoft Anti-spyware starts, it immediately launches the
Paperport 9.0 installer on my computer. After I cancel out of the Paperport
installation process, Anti-spyware continues and opens and functions
normally. Any ideas about a fix?

FWIW, I have no such issues with Paperport Deluxe 9.0 &
MS AntiSpyware.
I currently upgraded to PaperPort Professional 10, while
using the same Dell Precision M70 + Strobe XP 100 setup.

I installed the Paperport 9.0 Deluxe SP3 update and the problem has
disappeared.
