Save As and Open under File do not work

Hi I am using Office 2000 Premium with Windows ME. When I
create an Excel document I cant Save As(I go under File
then select Save As and nothing happens. Or if I want to
open another file from Excel, Open command doesnt do
anything. The program otherwise seems to work fine. I
reloaded the Office software and is still doing the
thing. I have Norton Antivirus religiously updated at all
times. Pls help..what can I do to troubleshoot?
