Run error : publisher not verified - appcrash

Trying to install downloaded programs (after finally figuring out how to
download by turning off UAC). Every attempt to download, even MS Onecare,
gave a "Publisher could not be verified" notice. Once I turned off the UAC,
at least it allowed me to download and save. Now trying to run the executable
file -as administrator- it again gives the "Publisher could not be verified.
Are you sure you want to run this software?" and I click Run. Immediately it
pops up with a "stopped working" notice asking if I want to check online for
a solution, which it never finds one, and then closes.

UAC & defender is off. No anti-virus etc is active.... because I can not get
the file to run and install. I have been able to install some programs from
cd. Nothing has been simple or straightforward. What the heck am I doing
wrong or what setting needs to be changed??

Bump. Please help!! I am completely desperate to download drivers to make my
laptop dustcollector into a usable machine. I can not even download google
toolbar let alone necessary drivers, pc-cillin etc.
