Reasons:
1. Your Group Policy may not allow Custom Setup. This is set by user.
2. NTFS permissions on the SIF file in each image may prevent them from
being seen by some users.
3. The HAL may be different between the RIPPREP image the client that is
trying to acquire the image.
4. If there is only one image available the custom image choice may be
skipped.
