How to restrict cursor placement?

I have a spreadsheet with several columns that consists of pulldown
menus. In order to keep things neat, I have empty columns and rows in-
between all those pulldown cells.

I wish to have my cursor jump to the next pulldown to the right and
not have to click twice to skip over the empty column.

Is there a way to tell Excel to skip over any empty column or row?
