How to restore the startup folder?

I worked under Windows XP home edition and locked in as 'ROOT' as
adminstrator and have accidentally deleted the "startup" folder in the
"Documents and Settings\ROOT\programe" folder. How can I rebuild the
"startup" folder? Simply creating a new folder with the name "startup" does
not work. I cannot find the folder in the recycle bin.

If I put an exe file in the "All's startup" folder, the programes will start
twice in Windows XP. Thanks for your help.
