Thanks for the suggestion.
I just figured out that I needed to enable the advanced featrues in the MMC
to be able to set the send as permissions on a distribution list. Sounds
like this is exactly what I was looking for.

Grant the user Send As permission over the distribution list and show him
how to put that name in the From field on the outgoing message.
