I have a computer that has been infected with the Downloader virus.
Specifically the file "atl599.dll" is infected and Norton Anti-Virus cannot
remove or qaurantine or delete the file. How can I remove or replace this
file?

Try running scans in safe mode. If you still can't get rid of the file you
need to boot from the XP CD and delete it from the recovery console.

Can you boot from the NAV CD. That should scan and clean the files as it is
completely outside Windows. If you do this download new definitions from
Symantec.

Unfortunately this is an emachines computer with XP preloaded so no disc.
There is a system restore disc but I don't want to do that because it will
wipe out everything and reinstall XP. I'm not sure how to boot from the
Norton disc. Do I need to go into the bios and configure something?

To boot from the Norton disc change the boot order in the bios to make the
CD first in order. The emachins recovery disc might have a way to load the
recovery console you would have to check that out yourself. Those recovery
discs are all different.

Failing all the above do you know someone who repairs computers or a
knowledgeable friend. They might have the necessary software that can boot
and give access to the file system outside of Windows.
